Just open the dyom missions forum page http://gtaforums.com/forum/263-dyom-missions/ you see a link on the top left corner in black bar New Topic just click on it and start to make your topic and if you want to add comment open any topic after every last comment you see Reply link click on it and post your comment :)

1) If you make your Gta Forums account so make sure that you should activated your account. Because without your account activating you can't start any topic, post and comment in forums.
2) And one more thing like you said about changing birthdate and gender setting, So its easy open your forums profile click on edit your profile and you can change your gender and birthday setting there :)
