The story was begins from a profesional named Tony Lucas where he's going to Los Santos to meet his best friend Gerry Tobias and find another life, while Tony's had a work in Liberty City years ago, suddenly he received a message that his mother has been killed by Russian Mafia, so Tony and Gerry will investigate with their own way to find the truth about the murderer of Tony's mother death
