Fyi the Contra member is meant to follow you after you talk to him. This doesn't happen if you boot up GTA SA and immediately start up this mission.

You can either
- Start up another mission first
- Reload or fail this mission and try again

it still didn't make any difference. The mission is educative but very easy to playthat is the downside of it.
