First you have to kill the ladies on the rooftops after the cutscene. Then get in the car and drive to Santa Maria Beach. More ladies are there to kill you. Kill them and go to the marker. Kill all the ladies present and collect the drugs from the wardrobe. Go outside. Finally, meet Sam to hand over the drugs at Santa Maria Beach to complete the mission.
