1. Press Y button
2. Choose Objectives
3. Choose Add Objective
4. Choose Add Special Player Objective
5. Choose Set Wanted Level
6. Change Set Wanted Level to 0 Star
7. Change Minimum Wanted Level to 0 Star
8. Change Maximum Wanted Level to 0 Star
9. Enjoy no cops! :D

Really recommended for those who like to create missions in Area 51(like me :3).
