just make the heli and make the actor in it and do as animation sit in nearest car then make your destination and make the actor as freind and make other actor with an RPG and select the animation AIM and make sure either that the heli is close enought to the enemy actor thats it hope u understand

when the actor aim at the heli and he is enemy he will shoot it automaticly

that's easy, just add a actor near heli, - > sit in nearest car -> add your routs where you want actor to go.
