Even with , even without Tenpenny , the city is in chaos. Terrorists and crack dealers took over los santos. The only way to stop the catastrophe is to kill them all. You must kill every terrorist and crack dealer to complete.
I just completed GTA SA yesterday and i said ... yea let's make a little mission.
