Los Santos, 1994, after the events of GTA The Empire...

A very powerful corrupt cop named Ray Lopez brought back the C.R.A.S.H with more power than it ever had before. Ray then left a note at Sweet's house, knowing that Sweet would give it to CJ, so that Ray could ambush CJ and kill him. CJ walked into his ambush but escaped. Ray then sent his corrupt C.R.A.S.H S.W.A.T officers after Sweet and Cesar but they survived as well. From this point on, CJ, Sweet and Cesar vowed to kill Ray Lopez and end C.R.A.S.H once and for all.
