The peoples of San Andreas are paying ransom to Viper gang members. People called it as "Black Tax". If some person couldn't pay that ransom, That person would be killed by Vipers. But a civil male have killed two of Viper Black Tax Collectors. Now Vipers are going to kill his entire family.
