The story takes place 1 year after the events of Vice City.
Oswald Belcher. A criminal who got out of the LC Prison,plans to start a new life with his cousin in the sunny land of Vice City.However,things don't go as expected,and Oswald is forced to re-enter the criminal underworld.
In this mission,Oswald arrives in the Forellis' ship. There he will go against the man he has been killing to see.
