It's the early 90s, the underworld of Las Venturas is being controlled by the Goterelli Family, the biggest mafia family in the city. One day, Frank Mendez, a Spanish male who’s working in the city planning department, realizes that his hometown, the incorporated city of Redsands-Whitewood, is going to be torn down and rebuilt into a new Casino district. It turns out that the casinos are just cover-ups for the mafia's drug production. Frank Mendez wants to stop the Mafia from destroying his home. Will he succeed?
