After the Second American Civil War, in 1999 the United States was split in two.

With the two new states being too weak, islands like San Andreas and Vice City were left in a state of anarchy and are now controlled by various factions that rose from the ashes of the old government.

You will step into the shoes of Myles an 18 years old boy who lives with his parents in a farm near Montgomery. They are among the so-called Outsiders, people who populate the countryside, who decided to isolate themselves from the rest of the world and the factions' politics and rivalries.

Myles' desire to discover what lies outside his small farm comes true when a tragic event forces him to leave his home.
