This mission is about Vato the Aztecas OG, stealing a drug van for Tenpenny.

Vato's father got caught by one of Tenpenny's puppets. Now Vato has to obey Tenpenny's orders, or else he risks with his dad's wellbeing.
In other words: as long as Vato's dad is alive and in jail, Vato has to do everything Tenpenny tells him to.
