In 1993, Kirk Jordan was just a small-time criminal working for the emerging street gang "The Dirtbags," with no higher goals or aspirations, until, a sudden attack by Zaibatsu militia destroyed the whole gang, killing all members except for one: Kirk himself.

After the decimation of The Dirtbags, Kirk is dragged into a CIA takedown operation against Zaibatsu and its militia.
