In 1990 a Balla member named Kevin Jacobson does what every Balla does, especially in killing rival gangs. But he's a bit different from the rest of other Ballas, has some doubts on his boss Kane and later might leave his gang and start a new life, which Kane and other Ballas wouldn't like Kevin's later decisions.
